RCEIAC Visit for Philippine Semiconductor and Electronics Industry

Semiconductor and electronics industries emerged in the 1970s when industrialized nations moved their production facilities to cost-competitive developing countries to control rising production costs. Nowadays the sector eventually became the largest foreign exchange earner of the Philippines, surpassing traditional exports such as coconut and sugar. Philippine electronics companies engage in both semiconductors manufacturing service (SMS) and electronics manufacturing service (EMS). SMS refers to the production of electronics devices’ semiconductors and components – from design to assembly. EMS involves the manufacture of electronics products for other companies on a contract basis, including circuit boards, electronics assemblies, and complete systems.

Taiwan plays a critical role in this industry because Taiwan is at the top 10 countries of import origins and export destinations for semiconductor and electronics products, especially for integrated circuit, IC products.

RCEIAC interviewed three main companies in the Philippines, including the Tong Hsing Electronics Inc., Leader Electronics Inc., and ASUS Technology Philippines Inc..

The Tong Hsing Electronics Inc. Vice President, Jenson Lin, helped the company set up the factory in Carmelray International Business Park of Laguna since 1995. Now they have two production lines for SMS assembly and testing in the Philippines, and they will recruit and cultivate 1-2 Taiwanese interns to do the areas of engineering, electrical equipment, and test development every year. The internship positions should be qualified with the background of related areas and with the communication ability in English.

Secondly, Leader Electronics Inc. Philippine Branch is located in Cavite Economics Zone where is the official special economic zone organized by PEZA. David Cheng, the Operations Director, said that the LEI has been looking for the Filipino talents and they keep cooperating with local schools to provide the students internship opportunities. Furthermore, they encourage the Filipino students who studied in Taiwan to join their team because they intend to cultivate the Filipino fresh graduates as the managers in the future.

The RCEIAC also interviewed the Country Manager of Asus Technology Philippines Inc., George Su. The main business is for local sales and marketing management in customer service. They recruit the people and interns who are willing to assimilate themselves into the local communities. In these two years, they’ve matched two Taiwanese students who study in the Department of International Business of Soochow University to take the internships in the Philippines.
